This is NOT Sith graffiti.
That is the Imperial logo. 99.99% of all Imperials are NOT Sith. Half the playable classes on the Imperial side in SWTOR are NOT Sith.
The above is a true statistic for the time of SWTOR. In the time of the movies, there are billions of Imperial citizens, and exactly TWO Sith at any given time, so the ratio would be more like 99.9999999% NOT Sith.
The Imperial logo represents order, the ethics of law and stability brought to the Imperial peoples by the order imposed by the Empire. None of this is in any way "Sith."
The Sith are both a race (something like 00.02% of the Imperial populous, which is overwhelmingly Human) and a particular ORDER within the Empire. The ORDER of the Sith is a very small order, consisting of those who are naturally gifted with the Force, and manage to survive and graduate Sith Academy.
The Sith Oder has TWO logos, depending upon the branch. The Inquisitors use the symbol of a hand exuding force lightning. The Warrior branch use a red lightsaber hilt. Neither are represented by the Imperial logo.
(It's much more likely an Imperial stormtrooper left that graffiti.)
